I still want all the other features on the watch to work like notifications, weather, music controls, reminders, etc. I should add I have set heart rate monitor to manual and disabled all workout detections in s-health on the watch. Thanks

At least on S10+, there is no "telephone permissions", there is "phone" which is the phone app itself. If you go to the Galaxy Wearable app in the permissions and toggle off the Phone permission, it will simply tell you that you can't use the galaxy watch any more until permissions is fixed.
